Die Chicago Convention ist gl...ICAO - Was ist das ?<br />Die Chicago Convention ist gleichzeitig auch das Gründungsdokument der Internationalen Zivilluftfahrt-Organisation (ICAO). Dabei handelt es sich um einen Zusammenschluss jener Staaten, die Zivilluftfahrt betreiben. Die ICAO besteht aus einer Versammlung, in der jeder Mitgliedstaat eine Stimme hat und dem Rat, der sich aus dreiunddreißig von der Versammlung gewählten Vertragsstaaten zusammensetzt. Der Rat beschließt internationale Richtlinien, Empfehlungen und Verfahren, die in sämtlichen Mitgliedstaaten umgesetzt werden sollen. Auf diese Weise soll größtmögliche Einheitlichkeit in der internationalen Zivilluftfahrt erreicht werden. Die Vereinheitlichung wird unter anderem in folgenden Bereichen angestrebt: <br /><br />- Luftverkehrsregeln und Flugsicherungskontrollverfahren<br />- Lufttüchtigkeit der Luftfahrzeuge<br />- Sammlung und Austausch von meteorologischen Nachrichten<br />- Luftkarten<br />- Zoll- und Einreiseverfahren<br /><br />Es ist den Mitgliedstaaten zwar erlaubt, von Richtlinien oder Verfahren abzuweichen, doch haben sie Abweichungen sofort der ICAO anzuzeigen, die davon die übrigen Mitgliedstaaten in Kenntnis setzt.Anonymousnoreply@blogger.comtag:blogger.com,1999:blog-2823923752349395048.post-41481966778430359672010-05-04T11:15:54.777+02:002010-05-04T11:15:54.777+02:00First of all thank you for your comment !

To allow that to happen though, an organisation's leadership MUST be completely convinced that safety is their top priority. The leadership must also pay for the work needed to change the culture of their organisation to become safety focussed.<br /><br />The workers in an organisation need to see that they can make a difference in the safety performance. How do you do that? One way is to introduce Open Reporting which will have an almost immediate effect on the number of reported "incidents" or "occurrences". The way to use that increase in reports is to ensure that they are all addressed as soon as possible and that the originator of the report is kept informed of the progress of the solution to the problem. It is also useful to involve the reporter in the corrective or prevenatative actions.<br /><br />The down-side of this is that there are still a lot of European governments that will look for a "guilty" person before recognising the need to "reward" a reporter of an incident or occurrence and that will have the effect of suppressing some critically important issues which may result in accidents in the future.<br /><br />So, it is not just an organisation that needs to change, it is also legislation in some countries.Jim Thomsonnoreply@blogger.com
